GnuCash is a long-running open-source accounting program for tracking bank accounts, stocks, income and expenses. It is built on double-entry accounting principles, yet the register interface works much like a checkbook, so it stays approachable for everyday use.
Beyond personal finance, it includes small-business features such as customers, vendors, invoices and bills, along with reports, scheduled transactions, and import of bank data from common formats. Files are stored locally, and the project releases regular stable updates in the 5.x series. The project is run by volunteers and publishes release notes with each version, and the wiki and mailing lists provide help. It can import data from common bank formats, so you do not have to type everything by hand.
GnuCash suits people who want full control of their books, prefer local data over cloud sync, or need proper accounting for a household or small business. It is free and licensed under the GPL. The trade-off is a steeper learning curve than mobile budgeting apps, and there is no official phone app.
